EPR for Battery Waste Management

EPR REGISTRATION FOR BATTERY waste MANAGEMENT

INTRODUCTION

In recent years, there has been a significant surge in demand for batteries, driven by the need for long-term energy storage solutions to facilitate the transition towards renewable energy. With the global shift towards emission-free electrification, batteries have emerged as vital tools for energy storage. Consequently, there is a growing concern regarding the management of battery waste as electricity usage rises. To address this challenge, proactive policies are essential. In response, the government introduced the Battery Waste Management Rules, 2022, replacing the previous Battery (Management & Handling) Rules, 2001. The objective of these regulations is to guarantee the environmentally responsible management of utilized batteries.

Battery Waste Management Regulations of 2022

Producer Registration: As per Rule 4 of the Battery Waste Management (BWM) Regulations 2022, all manufacturers and entities engaged in battery production must register with the Central Pollution Control Board (CPCB) via a centralized online platform. To initiate registration, an application using Form 1 (A) must be submitted to the CPCB. Producers are also obligated to apply for registration renewal using Form 1(A) at least sixty days prior to its expiration.

Under the BWM Regulations 2022, a producer is defined as an entity involved in the manufacture, sale, or import of batteries, including refurbished ones, either under their own brand or marketed by other manufacturers or suppliers.

The BWM Regulations operate under the framework of Extended Producer Responsibility (EPR), whereby battery producers are tasked with the collection, recycling, and refurbishment of waste batteries, as well as utilizing recycled materials from waste to produce new batteries.

EPR for Battery Producers: 'Extended Producer Responsibility' pertains to the obligation of battery producers to handle waste batteries in an environmentally sustainable manner, aiming to safeguard human health and the environment from potential adverse impacts of substances found in waste batteries.

Refurbishers and recyclers registration : Refurbishers and recyclers must complete a one-time registration process through the centralized portal with the State Pollution Control Board. Refurbishers and recyclers are mandated to provide quarterly reports using Form 4, outlining the quantities of used batteries collected or received from different producers or entities, the amounts of refurbished and recycled batteries, and the volumes of hazardous and/or other waste generated during refurbishment and disposal.

These regulations are applicable to all entities engaged in the collection, sorting, transportation, refurbishment, and recycling of various categories of waste batteries, encompassing producers, dealers, and consumers. The regulations encompass all battery types, including portable, electric vehicles, automotive, and industrial batteries.

However, exemptions are granted for batteries utilized in equipment crucial to essential security interests, such as arms, ammunition, war material, and those explicitly designed for military applications, as well as equipment destined for space launch.

Registration Procedure for Battery Waste Management with CPCB

As the Online Centralized Portal of CPCB is still in the developmental phase, applications for registration are presently accepted offline. Below are the outlined steps for submitting an application to the CPCB via offline mode by the producer or manufacturer:

FREQUENTLY ASKED QUESTIONS

What is EPR for Battery Waste Management?

Extended Producer Responsibility (EPR) denotes the accountability of producers towards the eco-friendly handling of their products throughout their lifecycle. For battery producers, it signifies the obligation to manage waste batteries in an environmentally sustainable manner, aiming to safeguard both human health and the environment from potential adverse effects of substances within the batteries.

Who needs to undergo CPCB registration for Battery Waste Management?

Every producer and entity engaged in battery manufacturing must register with the CPCB via a centralized online platform. Registration for Battery Waste Management is mandatory to ensure the environmentally responsible handling of waste batteries.

Which battery types fall under EPR registration?

EPR for Battery Waste Management encompasses various battery types, such as portable, electric vehicle, automotive, and industrial batteries.

What advantages does an EPR Registration certificate offer?

EPR Registration guarantees the proper management of battery waste through recycling, reuse, or appropriate disposal at the end of its lifecycle. This is crucial as it incentivizes manufacturers to produce eco-friendly products and minimize pollution.

Which authority issues the EPR registration certificate for battery waste?

The EPR registration certificates for Battery Waste Management are issued by the Central Pollution Control Board. Producers are required to register through the CPCB Portal.

How can I obtain EPR registration for battery waste?

To obtain an EPR certificate for battery waste, you need to submit an application via a centralized EPR portal. At present, the EPR registration process is offline. For more details on obtaining the EPR certificate for battery waste, please contact Absolute Veritas.

What do the Battery Waste Management Rules of 2022 entail?

To guarantee environmentally responsible management of waste batteries, the Ministry of Environment, Forests, and Climate Change introduced the Battery Waste Management Rules in 2022. As per Rule 4 of these regulations, all producers and entities engaged in battery manufacturing must register with the CPCB via a centralized online platform. Battery producers bear the responsibility of collecting, recycling, and refurbishing waste batteries, utilizing recycled materials from waste to manufacture new batteries.

What does EPR registration (Extended Producer Responsibility Registration) entail?

Extended Producer Responsibility Registration refers to the registration by the Central Pollution Control Board of a producer for Extended Producer Responsibility.

What are the EPR obligations for producers?

Under EPR, it is required that all waste batteries be collected and directed towards recycling/refurbishment, with disposal in landfills and incineration prohibited. Producers must fulfill these EPR obligations either by directly involving themselves or by authorizing another entity for the collection, recycling, or refurbishment of waste batteries.
