India’s Ecomark Rule 2024: New Standards for Eco-Compliance

On October 3, 2024, India launched the Bureau of Indian Standards (BIS) quality ‘Ecomark Rule, 2024,’ a significant initiative aimed at reducing the environmental impact of household products, especially plastics. This program marks a crucial step toward sustainability, promoting a circular economy and encouraging manufacturers to embrace eco-friendly practices.

What is Ecomark?

Ecomark is an eco-labeling initiative introduced by the Government of India through the Ministry of Environment, Forest & Climate Change (MoEF&CC). It aims to educate consumers about the environmental attributes of products, enabling them to make informed purchasing choices. By implementing the Ecomark, India strives to enhance resource efficiency, reduce energy consumption, and promote conservation efforts, in line with the principles of ‘LiFE’ (Lifestyle for Environment).

Product Eligibility and Criteria for Ecomark

The Ecomark is applicable to a diverse range of household products, including plastics. To qualify for this eco-label, products must meet specific environmental criteria, which include:

• Resource Consumption: Efficient utilization of natural resources and raw materials.

• Waste and Emissions: Reduction of waste generation and harmful emissions during the production process.

• Recyclability: Products must be recyclable or made from recycled materials, aimed at decreasing reliance on non-renewable resources.

• Hazardous Substances: The use of hazardous substances should be minimized or eliminated.

These criteria ensure that products not only comply with environmental standards but also contribute to reducing pollution and conserving resources.

Application Process for Ecomark Certification

Manufacturers looking to obtain Ecomark certification must submit an application to the Central Pollution Control Board (CPCB) along with the necessary documentation. The CPCB, or an appointed verifier, will evaluate whether the product meets the Ecomark criteria. Successful applications will be granted a certification valid for three years, during which producers are required to submit annual compliance reports.

Addressing Misrepresentation

The Ecomark Rule includes stringent guidelines to prevent product misrepresentation. If a manufacturer is found to have provided false information or withheld relevant details, the CPCB has the authority to suspend or revoke the Ecomark certification after allowing the manufacturer an opportunity to respond. This measure ensures the Ecomark remains a reliable label for eco-friendly products.

Products Covered Under Ecomark

Ecomark certification is mandatory for a variety of consumer products, including:

• Architectural paints and coatings

• Batteries and lubricant oils

• Soaps and detergents

• Food packaging materials

• Plastic products

• Textiles and leather goods

Importantly, all plastic products must adhere to the relevant BIS standards for quality, safety, and performance.
