BIS is preparing to introduce a parallel testing procedure for electronic products as part of the Grant of Licence (GoL) under the Conformity Assessment Scheme-II specified in Schedule-II of the BIS (Conformity Assessment) Regulation, 2018. This enhancement allows for simultaneous testing of two components.
In response to multiple industry requests, BIS has issued guidelines for the implementation of parallel testing. These guidelines enable manufacturers to conduct parallel testing for electronic products that fall under the Compulsory Registration Scheme (CRS). Participation in this parallel testing is voluntary; manufacturers can still choose to apply sequentially for BIS registration through the existing process.
According to the new parallel testing guidelines, any component that requires registration under the Compulsory Registration Scheme (CRS) can be tested simultaneously at any BIS or BIS-certified laboratory. The first component will be tested, and the lab will issue a test report. The report will include the test report number and the lab's name, which will also be referenced in the test report of the subsequent components. This process will continue for all additional components and the finished product, with BIS sequentially registering each component.
This new approach aims to streamline the testing and registration process, making it more efficient for manufacturers while maintaining compliance with BIS standards.
Manufacturers are responsible for linking their new applications to previously submitted ones in the registration chain. When submitting samples to the laboratory and applications to BIS for registration, manufacturers must provide an undertaking.
Testing of batteries can commence in BIS labs or BIS-recognized labs even without an R-number for the cells. In the final test report for the battery, the lab will include the test report number and lab name instead of the cell's R-number.
Similarly, labs can begin testing mobile phones without requiring the R-number for cells, batteries, or adapters. In the final test report for the mobile phone, the lab will reference the test report numbers and names for these components.
The lab will evaluate the cell test report before issuing the battery test report. Likewise, before finalizing the test report for the mobile phone, the lab will analyze the battery and adapter test reports.
Manufacturers can submit applications for component registration in parallel. However, BIS will only process the license once all components used in the final product's manufacturing have been registered.
No electronics product manufacturer is permitted to supply, sell, or manufacture a product without a valid registration. If a component falls under the Compulsory Registration Scheme (CRS), it is the manufacturer’s responsibility to ensure it is used with the appropriate registration number.
Securing BIS registration for Electronics and IT products under the Compulsory Registration Scheme is mandatory before their market launch. Manufacturers must obtain BIS registration for their electronic products to use the BIS Standard Mark with R-number.
