In today’s rapidly evolving industrial landscape, packaging machinery is essential for ensuring product integrity, safety, and streamlined operations. Recognizing the essential function of this equipment, the Bureau of Indian Standards (BIS) has made BIS Scheme X Certification mandatory for all machinery involved in processes like filling, sealing, labeling, packing, and wrapping—including their assemblies, sub-assemblies, and components.
This initiative aims to unify quality standards, enhance machinery safety, and ensure product compliance across key sectors such as food processing, pharmaceuticals, and consumer goods.
Launched on 16th March 2022, BIS Scheme X is a regulatory framework under the BIS Conformity Assessment Regulations, 2018, designed to ensure the quality, safety, and standardization of machinery and electrical equipment sold in India. It applies to a wide variety of industrial machines, including packaging equipment, and aligns domestic practices with international standards.
To strengthen implementation, the Ministry of Heavy Industries issued the Omnibus Technical Regulation Order (OTRO), 2024, mandating BIS certification for packaging machinery under Scheme X. As per this directive:
All types of machinery used for filling, closing, sealing, labeling bottles, packing, or wrapping
Including all assemblies, sub-assemblies, and individual components
must obtain BIS certification by 28th August 2025. This applies to both Indian and international manufacturers seeking to operate in the Indian market.
Ensures Operational Safety: These machines operate at high speeds with complex mechanics. Certification ensures they comply with safety norms, minimizing operational hazards.
Establishes Quality Standards: Promotes uniform manufacturing practices and consistent output.
Enables Market Access: BIS-certified machinery gains broader acceptance in domestic and international markets.
Builds Consumer Trust: The BIS Standard Mark is recognized as a symbol of quality and reliability.
The certification extends to a wide range of packaging equipment, such as:
Filling Machines: Includes liquid, powder, and granule fillers.
Sealing and Closing Machines: Covers capping, sealing, and crimping machines.
Labeling Equipment: For affixing product labels and branding.
Packing and Wrapping Machines: Such as shrink wrappers, carton sealers, and palletizers.
All relevant sub-systems and components—motors, sensors, control panels, etc.—are also subject to certification.
Manufacturers must follow a structured process:
Submit Application: Include details of the machinery and related components.
Product Testing: Machines are tested per relevant Indian Standards (e.g., IS 16189:2018, ISO 12100:2010).
Factory Audit: BIS conducts inspections to assess quality control and compliance procedures.
Certification Issuance: Upon passing evaluation, manufacturers receive the license to use the BIS Standard Mark.
Surveillance and Renewal: Certifications are subject to regular audits and periodic renewal.
Mandating BIS Scheme X Certification for packaging machinery represents a strategic move toward improving manufacturing quality and safety standards in India. By becoming compliant, manufacturers can ensure that their equipment meets both Indian and global expectations—enhancing their brand value and operational reliability.
