India’s construction, earthmoving, and mining industries play a vital role in infrastructure development and economic progress. The machinery used in these sectors must withstand intense operational stress and harsh environments. To ensure safety, reliability, and quality, the Bureau of Indian Standards (BIS) introduced Scheme X Certification—a regulatory framework focused on standardizing machinery performance and safety across the country.
Launched on 16th March 2022 under the BIS Conformity Assessment Regulations, 2018, Scheme X is a dedicated certification program for machinery and electrical equipment. It ensures that products comply with specific Indian Standards (IS) related to safety, performance, and quality.
As per the Omnibus Technical Regulation Order, 2024, issued by the Ministry of Heavy Industries, all manufacturers (domestic and international) must meet Scheme X requirements by 28th August 2025. This mandate applies to equipment used in construction, earthmoving, and mining—including their sub-assemblies, assemblies, and components.
The certification applies to a wide range of machinery and associated components, including:
Construction Machinery: Excavators, bulldozers, road rollers, concrete mixers, and loaders
Earthmoving Equipment: Backhoe loaders, trenchers, graders, and scrapers
Mining Machinery: Crushers, drilling rigs, conveyors, and underground equipment
Components & Assemblies: Hydraulic systems, control panels, engines, and transmission systems
Note: Equipment covered under the Central Motor Vehicles Rules (CMVR), 1989, may be exempt from this certification.
Enhanced Safety: Ensures machinery adheres to strict safety norms, minimizing risk of accidents.
Standardized Quality: Promotes uniform quality benchmarks, improving machinery performance.
Legal Compliance: Certification is mandatory—non-compliance may lead to penalties or restricted market access.
Wider Market Reach: BIS-certified products are more readily accepted in both Indian and global markets.
User Trust: The BIS Standard Mark represents safety and quality, building trust with customers and stakeholders.
Application: Submit a detailed application with specifications and supporting documents.
Testing: The machinery is tested in BIS-accredited labs to ensure compliance with Indian Standards.
Factory Audit: BIS conducts on-site inspections to assess manufacturing quality and processes.
Certification Grant: Upon successful review, BIS issues the certification, allowing use of the BIS mark.
Surveillance & Renewal: Regular audits are conducted, and certifications must be renewed as per BIS guidelines.
Manufacturers can partner with Absolute Veritas, a leading BIS consultant, to simplify the certification journey. From documentation and testing to standard interpretation and compliance strategies, Absolute Veritas ensures a seamless, hassle-free process.
The BIS Scheme X Certification highlights the government’s focus on safety, compliance, and quality in essential industrial sectors. With the 28th August 2025 deadline approaching, manufacturers must act promptly to initiate the certification process. Complying with these standards not only ensures legal approval but also boosts brand credibility and competitiveness in domestic and global markets.
