Standard and Labeling Program by the Bureau of Energy Efficiency

The Bureau of Energy Efficiency (BEE) has been operating a Standard and Labeling Program since 2006, as mandated by the EC Act. The primary objective of this initiative is to educate consumers about the energy-saving potential and cost-effectiveness of various marketed products. Under this program, high-energy end-use equipment and appliances are required to display energy performance labels, along with the establishment of minimum energy performance standards (MEPS).

The program entails setting MEPS for appliances and equipment, as well as rating energy performance on a scale of 1 to 5 stars, with 5 stars indicating the highest energy efficiency. Energy efficiency standards set benchmarks for energy performance, making it unlawful to sell appliances or equipment that fall below the specified minimum efficiency level. Procedure for Obtaining BEE Certification

Prior to submitting your application, it's crucial to determine whether your product qualifies for mandatory or voluntary BEE certification. Certain items are mandated to be registered under BEE's mandatory product list, while others fall under the voluntary product category.

Step 1: Product Evaluation

The process of BEE registration commences with the evaluation of a sample to assess its energy consumption rate. Upon Model Registration, a test report becomes mandatory. Applicants are required to submit the sample(s) and technical documentation to an NABL-accredited laboratory for testing and await the test results.

Two types of testing are conducted:

1. Performance Testing: All products falling under BEE's purview undergo performance testing to evaluate their efficiency, resulting in the assignment of a star rating.

2. Safety Testing: Samples covered by both BEE and BIS undergo safety testing to ascertain their consumer-friendliness.

Documents Needed for Product Testing:

• Evidence of the manufacturing unit's official address

• Factory License copy in English, specifying the product scope of manufacturing and the manufacturing unit's address

• User manual accompanied by a sample for testing

• Copy of the BIS license, detailing the expiration date and listing all models used

Step 2: Brand/Company Enrollment

To register a brand with BEE, adhere to the following steps:

1. Documentation: Gather the required documents listed below. Compile them and register the brand on the BEE website, along with online payment of the security deposit.

2. Application Submission: Once the documents are collected, submit the application both online and offline to the BEE Department. Provide a hard copy of the application, along with all attachments, signed by the Authorized Signatory. If requested by BEE, provide any necessary clarification or additional information.

3. Document Review: BEE officials will scrutinize the application to ensure that all submitted documents are in order. They will verify if all documents are properly filed and submitted.

4. Grant of Login Credentials: Upon satisfaction with the provided documents and application, BEE officials will issue BEE Login Credentials via email. After Brand/Company Registration is approved, BEE will activate the model registration link.

Documents Required for Company/Brand Registration

It is imperative that the applicant ensures all submitted documents are arranged in the specified order. Every document submitted to BEE, whether in hard copy or online, must bear the original signature and stamp of the authorized signatory.

Documents that are improperly filed, loose, clipped, or only stapled will be rejected. Any deviation from the application process will be considered non-compliant.

The following documents are necessary for brand registration:

• Cover letter in the prescribed format

• Company Registration Fee and Payment Receipt

• Printout of the Online Company Registration Form (properly signed and stamped with company seal, with all details filled in)

• An agreement between BEE and the Label User on Rs.100 Non-Judicial Stamp Paper

• Trademark Certificate (In the Name of the User of Label)

• SSI Certificate (if applicable for Small Scale Industry and applying for the first time)

• ISO 9001 Quality Management System Certificate

• Authorized Signatory Letter

• BIS License

Step 3: Model Registration

The process for model registration involves the following steps:

• Documentation: Gather all relevant data and documents listed below. Upload them on the BEE portal.
• Test Report: Product testing is conducted for model registration, encompassing performance testing and safety testing. The test reports must be submitted for model registration.
• BEE Sample Label Preparation: A single test is performed to prepare the BEE Sample label, aiding consumers in assessing the product's energy-saving and cost-saving potential.
• Model Registration (Online/Offline Submission): ): Apply to BEE for model registration through both online and offline channels, as applicable. Make an online payment for the model registration fee. Submit a hard copy of the application along with all enclosures, signed by the Authorized Signatory, and include a BEE Label Specimen, if required. Provide any requested clarification or additional information.
• Scrutiny of Application: BEE officials meticulously examine the application, test report, and documents. Any documents that are not in order, improperly filed, loose, clipped, or stapled will be rejected.
• Approval Grant: Upon satisfaction with the application, documentation, and sample test report, BEE officials grant approval. Once satisfied, BEE approves the application and authorizes the attachment of the label.

Documents Needed for Model Registration:

• Cover Letter (in specified format)

• Model Registration fee for each model

• Printout of the Online Application Form (duly signed and stamped with company seal)

• Printout of the Mandatory Form and its Annexure form (for mandatory products only)

• A Sample Label (Printed Waterproof Adhesive or Metallic, as needed) for each model must be affixed alongside the online application form for that particular model.
