Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Footwear made from All Rubber and all Polymeric Material and its Components (Polyurethane Outsoles) (Quality Control) Order, 2024.

OVERVIEW

The Ministry of Commerce and Industry has released a quality control directive named "Quality Control Order 2024 for Footwear made from All Rubber and Polymeric Materials and Components."

This directive will come into effect starting August 1, 2024.

This mandate requires that items such as polyurethane outsoles comply with Indian Standard IS 13893:1994 and display the Standard Mark, obtained through a license from the Bureau of Indian Standards Under Scheme-I of Schedule-II of the Bureau of Indian Standards Regulations for Conformity Assessment, 2018.

Exceptions to this directive apply to items intended for export and those manufactured by micro and small enterprises as defined in Section 7 of the Micro, Small, and Medium Enterprises Development Act, 2006.

Importers must submit a self-declaration endorsed by the Council for Leather Exports prior to importing these footwear soles. This declaration affirms that the imported items are exclusively intended for the manufacturing or assembly of footwear for export purposes and are not for sale in the Indian domestic market.

Furthermore, manufacturers with existing inventory of footwear products lacking the Bureau of Indian Standards Mark before the commencement of this order are allowed to sell or exhibit such declared stock until June 30, 2025.

The Bureau of Indian Standards is the authorized body responsible for certifying and enforcing standards related to Polyurethane Outsoles.
