Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Footwear made from All Rubber and all Polymeric Material and its Components (Polyvinyl chloride (PVC) industrial boots) (Quality Control) Order, 2024.

OVERVIEW

The Ministry of Commerce and Industry has released a Quality Control Order named "Quality Control Order, 2024 for Footwear made from All Rubber and Polymeric Materials and Their Components."

This order will come into effect starting August 1, 2024.

It requires products like Polyvinyl chloride (PVC) industrial boots to comply with Indian Standard IS 12254: 2021 and display the Standard Mark under a license from the Bureau of Indian Standards under Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Exceptions to this order apply to products intended for export and those manufactured by micro and small enterprises as defined in section 7 of the Micro, Small and Medium Enterprises Development Act, 2006.

Importers must provide a self-declaration certified by the Council for Leather Exports before importing footwear soles. This declaration confirms that the imported items are intended solely for the production or assembly of footwear for export purposes and are not intended for sale in India's domestic market.

Furthermore, manufacturers with existing inventory of footwear products lacking the Bureau of Indian Standards Mark before the commencement of this order are allowed to sell or exhibit such declared stock until June 30, 2025.

The Bureau of Indian Standards is appointed as the certifying and regulatory authority for PVC industrial boots.
