Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Bolts, Nuts and Fasteners (Quality Control) Order. It is valid for the Indian market.
The Ministry of Commerce and Industry has mandated that bolts, nuts, and fasteners adhere to Indian Standards, including IS 1363 (Part 1):2019, IS 1363 (Part 2):2018, IS 1363 (Part 3):2018, IS 1364 (Part 1):2018, IS 1364 (Part 2):2018, IS 4621:1975, IS 5187:1972, IS 10238:2001, IS 12427:2001, IS 3757:1985, IS 204 (Part 2):1992, IS 204 (Part 1):1991, IS 2681:1993, IS 281:2009, IS 7534:1985, IS 1284:1975, IS 15833:2009, and IS 6623:2004. These products must display the Standard Mark under a BIS license, as outlined in Scheme-1 of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
The "Bolts, Nuts and Fasteners (Quality Control) Order, 2023" was officially issued in a Gazette Notification dated July 21, 2023.
Effective six months from the notification date, the "Bolts, Nuts and Fasteners (Quality Control) Order, 2023" introduces varying timelines for Micro and Small Enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006. Small Enterprises have a nine-month compliance period, while Micro Enterprises are allowed twelve months.
Exemptions from the "Bolts, Nuts and Fasteners (Quality Control) Order, 2023" apply to domestically manufactured goods intended for export, imported components, goods for export-oriented production, and items produced by domestic enterprises registered under the "Udyam portal" that meet specific investment and turnover criteria. These entities are not subject to the Quality Control Order requirements.
Please note:Individuals found violating the provisions of this order will be subject to penalties under the BIS Act, 2016.
Implementation Authority :Anyone who violates the provisions of the "Bolts, Nuts and Fasteners (Quality Control) Order, 2023" will face penalties under the Bureau of Indian Standards Act, 2016.
