Dear Reader,
Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Bolts, Nuts, and Fasteners (Tower Bolts- Ferrous metals) (Quality Control) Order, 2024.
The Ministry of Commerce and Industry has released the Quality Control Order for Bolts, Nuts, and Fasteners in 2024, outlining its main provisions.
Effective Date and Standards:This Order will take effect upon being published in the Official Gazette. Goods, specifically bolts, nuts, and fasteners, must adhere to Indian Standard 204 (Part 2): 1992 (Tower Bolts - Non-ferrous Metals). They must display the Standard Mark under a license from the Bureau of Indian Standards in accordance with Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Exceptions:
This Order does not affect goods produced domestically for export.
It does not cover imported goods that form part of finished products, sub-assemblies, or components.
Micro-enterprises and small enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006, are granted exemptions until specified deadlines.
Imported goods intended for manufacturing may be exempted for up to three years from the start of this Order, subject to specific conditions.

Import Conditions:
Manufacturers importing goods for manufacturing must provide a self-declaration to the Central Government, confirming that these imports are solely for manufacturing for export purposes.
Annual import quotas are defined for manufacturers to progressively localize production.
Imports for research and development purposes are restricted to 200 kilograms annually for non-commercial use.
Certification and Enforcement:The Bureau of Indian Standards is appointed as the authority responsible for certifying and enforcing compliance for goods included in this Order.
Penalties:Failure to comply with this Order may lead to penalties as per the provisions outlined in the Bureau of Indian Standards Act, 2016.
This Order seeks to standardize and regulate the quality of Bolts, Nuts, and Fasteners in India, ensuring adherence to established quality standards and bolstering domestic manufacturing capabilities.
Please note:Individuals found violating the provisions of this order will be subject to penalties under the BIS Act, 2016.

Implementation Dates:
For entities other than Micro and Small Enterprises: Effective from August 1, 2024.
For Micro Enterprises: Effective from February 1, 2025.
For Small Enterprises: Effective from November 1, 2024.
