The Bureau of Indian Standards (BIS) plays a pivotal role in maintaining product quality, safety, and reliability across India. While obtaining a BIS certificate is generally voluntary, the government mandates certification for certain categories of products. Obtaining BIS certification is crucial and renewing this certification is equally important to maintain compliance and market credibility.
Since 1991, BIS has expanded its certification services beyond product standards. It introduced the Operating Management System Certification Scheme, which initially focused on Quality Management Systems (IS/ISO 1991). Over time, this scheme has grown to encompass a range of management systems catering to diverse industries. In this article, we delve into the BIS certification renewal process, its significance, and why timely action is essential for manufacturers.
The BIS Certification Scheme is a significant scheme in India, providing manufacturers the right to display the ISI mark, which signifies adherence to stringent quality and safety standards. The certification covers various schemes, including the ISI Certification, Foreign Manufacturers Certification Scheme (FMCS), and Compulsory Registration Scheme (CRS)
ISI Certification: Recognized for domestic manufacturers.
FMCS Certification: Available to foreign manufacturers for using the BIS mark.
CRS Certification: Applies to electronics and IT goods under MeitY regulations.
Organizations engaged in manufacturing, assembly, or service industries—whether based in India or abroad—can apply for a BIS license. The application process requires verified documentation of the organization’s name and address. BIS certifications such as ISI, FMCS, and CRS demand timely renewal to remain valid.
It is crucial to note:
Penalties may apply if the renewal process is initiated within three months of the certification’s expiration
If a BIS certificate lapses, it becomes void, prohibiting the use of the BIS mark
Under Scheme-I, BIS mandates certification for approximately 670 plus products. Some examples include cements, household electrical goods, batteries, food related products, automobile accessories, medical equipment, steel and iron products, chemicals and fertilizers, kitchen appliances, cables and many more
Manufacturers can also apply for BIS certification on a voluntary basis to demonstrate superior product quality and adherence to recognized standards. Currently, 738 products are eligible for voluntary BIS certification through a simplified application process. This proactive approach enhances customer trust and market competitiveness.
The Ministry of Electronics and Information Technology (MeitY) mandates BIS registration under the Compulsory Registration Scheme (CRS) for 74 electronics and IT products. This ensures adherence to strict safety and quality standards, which is essential for gaining consumer trust in a competitive market.
Legal Compliance: BIS certification is not just a mark of quality; for many products, it is a legal necessity. An active BIS license ensures uninterrupted manufacturing, distribution, and sale of products in India. Failure to renew a BIS license on time can result in its expiration, rendering the manufacturer non-compliant and liable to penalties.
Market Competitiveness: Products marked with the BIS logo are trusted by consumers, giving manufacturers a competitive edge. Renewing the certification maintains this trust and showcases the manufacturer’s dedication to meeting high standards.
Ensuring Consumer Safety: BIS-certified products undergo rigorous testing to meet safety parameters. Renewing the certification ensures continued compliance, providing consumers with reliable and safe products.
Business Growth and Market Access:With rising consumer awareness about product certifications, a valid BIS license facilitates smoother entry into markets and boosts profitability. It also allows manufacturers to participate in government tenders, which often require BIS-certified products.
Renewing your BIS license is a straightforward but detailed process. Below are the key steps:
Request Renewal: Visit the BIS website and click on the ‘Request Renewal’ option. This initiates the renewal process.
Submit Production Reports: Fill in the production report with all required details. This report demonstrates adherence to BIS standards during the certification period.
Self-Declaration: Complete the self-declaration form confirming compliance with the ISI/Standard mark. Include a PDF file with the names and addresses of your major distributors.
Submit Form IX: Upload the duly filled Form IX as part of the renewal documentation.
Pay the Fees: Review the fee details, including the annual license fees and marking fees, and make the necessary payment.
Appoint an Authorized Indian Representative (AIR): For foreign manufacturers without a local office, appoint an Authorized Indian Representative (AIR) as per BIS guidelines and submit the nomination form.
Affidavit Submission: Submit an affidavit cum undertaking as per the applicable format:
Format A or B: For foreign users
Format C: For Indian users
Submit Hard Copies: Within 15 days of completing the online process, submit hard copies of the application and all supporting documents to BIS.
The renewal process should begin three months before the current license expires. Renewals are granted for a minimum of one year and up to five years, depending on the advance fees paid.
Late renewal applications (after license expiry) attract a penalty of ₹5,000
If the license lapses, it becomes void, prohibiting the use of the BIS mark.
Avoid Legal Penalties: Stay compliant with regulatory requirements and avoid fines.
Sustain Market Reputation: Maintain trust with consumers and stakeholders.
Seamless Operations: Avoid disruptions in manufacturing and distribution
Enhanced Brand Image: Continue leveraging the credibility offered by the BIS mark.
Government Tender Participation: Qualify for tenders that require certified products.
Renewing your BIS certification is not merely a procedural requirement—it is a testament to your commitment to quality and safety. Timely renewal ensures compliance with regulatory standards, facilitates uninterrupted operations, and strengthens your brand’s market presence.
