Upon the recommendation of the Plastics Sectional Committee and with the approval of the Petroleum, Coal, and Related Products Division Council, the Bureau of Indian Standards has adopted this Indian Standard (Part 1). It is identical to ISO 8124-1:2018 'Safety of toys - Part 1: Safety aspects related to mechanical and physical properties,' issued by the International Organization for Standardization (ISO).
This standard's regulations are applicable to all toys, defined as any product or material explicitly designed for play by children under 14 years of age. These regulations are relevant both upon initial receipt by the consumer and after exposure to foreseeable conditions of typical use. They outline acceptance criteria for structural features of toys, including shape, size, contour, and spacing, as well as specific criteria for properties relevant to particular toy categories. This section delineates the requirements and testing procedures for toys meant for children from birth up to 14 years old.

Toys are categorized into two types for certification purposes. Each type will have one main standard for licensing approval, while another standard may also be considered for secondary testing requirements.
To minimize risks arising from normal wear and tear, all toys must undergo testing based on relevant standards. Toys labeled as washable should be washed according to the specified standard procedures. After testing, toys must still meet the relevant requirements outlined in Clause 4 of the standard. All materials must be visually clean and free from infestation. The designated test methods must be utilized to assess toys' compliance with the requirements specified in this section of the standard.
