Let's delve deeper into IS 14697:2021 for a.c. static transformer operated watthour meters (class 0.2 s and 0.5 s) and var-hour meters (class 0.2 s, 0.5 s and 1 s).
This standard defines static watt-hour meters with accuracy classes 0.2 S, 0.5 S, and 1 S, alongside var-hour meters with accuracy classes of 0.2 S, 0.5 S, and 1 S. These meters are designed for measuring alternating current electrical active and reactive energy across frequencies spanning from 45 Hz to 55 Hz. They cater to both single-phase and three-phase balanced and unbalanced loads.
This standard exclusively pertains to transformer-operated static watt-hour meters featuring enclosed measuring elements and registers within the meter case. It also covers operation indicators and test outputs. Additionally, it extends to meters equipped with multiple rate tariffs and those capable of measuring energy in both forward and reverse directions.
Certain static reactive energy (var-hour) meters may fall under the purview of this standard, treated akin to active energy (watt-hour) meters with the requisite power factor adjustment. Ideally, maintaining identical accuracy classes for both active and reactive energies in a meter is preferred. Nonetheless, this standard permits the reactive energy accuracy class to be one level lower than that of the active energy.
This does not apply to the following:
Watt-hour and var-hour meters designed for systems where the voltage across the connection terminal surpasses 600 V (line-to-line voltage for meters in polyphase systems).
Portable and outdoor meters
Data interfaces to the meter register.
The mechanical requirements for rack-mounted meters are not covered by this standard.
Meters are categorized according to their specific class indices, such as 0.2 S or 0.5 S.
Meters must be meticulously crafted to eliminate any potential hazards during regular use and under typical conditions, prioritizing personal safety against electric shock, overheating, and fire. Additionally, the meter casing should be sealable, restricting access to internal components until the seal is broken.

Marking must adhere to the specifications outlined in IS 14697:2021. AC static watt-hour meters may also bear the standard mark (ISI Mark). Manufacturers are required to obtain a BIS license from the Bureau of Indian Standards to utilize the standard mark (ISI Mark).
