Portland cement must be manufactured by finely grinding Portland cement clinker with an appropriate amount of natural or chemical gypsum to ensure compliance with this standard. During the grinding process, only gypsum, water, or a maximum of one percent air-entraining agents may be added.

When subjected to the designated testing methods, white Portland cement must adhere to the chemical and physical criteria outlined in the standard. Storage, sampling, testing, and rejection protocols must conform to the guidelines set forth in IS 269:1989 for 33 grade ordinary Portland cement. It is the manufacturer's responsibility to verify compliance with this standard. A well-maintained laboratory is essential for conducting the requisite tests as per the specified methods.

The BIS Standard Mark (ISI Mark) must be visibly imprinted on every bag or drum of White Portland Cement, or on its affixed label, ensuring that the content meets the specified standards. To utilize the standard mark (ISI Mark), the manufacturer is required to obtain a BIS license from the Bureau of Indian Standards. The issuance of this license is contingent upon a successful evaluation of manufacturing infrastructure, quality control and testing capabilities, and production processes.
