The Bureau of Indian Standards (BIS) Certification Scheme X is a crucial step for manufacturers aiming to achieve compliance with national and international quality standards. This article provides an in-depth understanding of the Scheme X BIS certification, its application process, key considerations, and the associated fee structure for manufacturers seeking to obtain the coveted BIS certification. Manufacturers can work with BIS consultants to ensure seamless navigation through this process.
Understanding BIS Certification Scheme X:
BIS Certification Scheme X, governed by the BIS Act 2016 and Regulations 2018, outlines guidelines for manufacturers to ensure product compliance with specified requirements. This BIS certification is essential for gaining market access, instilling consumer trust, and meeting regulatory standards. Manufacturers can achieve the BIS Standard Mark through this process, enhancing their product's credibility in both national and international markets. BIS certification consultants can help manufacturers navigate the complexities of the process.
Scope and Applicability:
Applicants are required to select the Indian Standard (IS) for which the application is being submitted, as outlined in Column 3 of the provided table. For 5 out of 8 ISs notified under the Electrical Equipment Quality Control Amendment Order, no changes are applicable. However, an alternate IS must be selected for the remaining 3 ISs, shown in bold in Column 3.

Licensing Based on Technical Assessment:
The Bureau grants a license after a thorough technical assessment of the manufacturer’s submitted technical file. This includes a review of product compliance reports and on-site evaluations, ensuring conformity to specified requirements. Manufacturers seeking BIS certification need to demonstrate adherence to Indian Standards through detailed evaluations. BIS certification consultants can assist in streamlining the process.
Technical File Requirements:
Manufacturers must submit a comprehensive technical file containing details such as product description, specified requirements, manufacturing details, quality assurance measures, and compliance reports. This technical file serves as evidence of adherence to standards and is a vital component of the BIS certification process. BIS consultants can help manufacturers prepare the necessary documentation for a smoother evaluation process.
Submission of Application (Form-I): Manufacturers initiate the BIS certification process by submitting an application in Form-I, along with relevant documents as specified in Scheme-X of BIS Conformity Assessment Regulations 2018. The application includes essential details about the product and the manufacturing process, enabling BIS to evaluate the product's compliance with required standards.
Technical File Submission: The technical file submitted with the application encompasses documentation on product design, manufacturing, and operation. Details such as product description, specified requirements, manufacturing facilities, and compliance reports are crucial components of the technical file. This ensures that the product adheres to the Indian Standards set by the BIS. Manufacturers can also seek BIS certification consulting services to ensure they meet all technical file requirements.
Inspection Visit:
Upon application submission, a visit is conducted to the manufacturer’s facility for evaluating the technical file. This includes an assessment of manufacturing infrastructure, production processes, and quality assurance measures. BIS inspectors verify that the manufacturer’s facility and operations align with the Indian Standards required for BIS certification. Having BIS certification consultants can ensure the facility is well-prepared for this evaluation.
Product Compliance Report Verification:
Verification of the product compliance report is a crucial aspect of the inspection visit. This may involve witness testing of certain requirements, ensuring that the product meets the specified standards. Manufacturers must ensure that their products consistently meet the necessary quality and safety standards, which BIS consultants can help verify during the preparation phase.
To facilitate the certification process, manufacturers must adhere to the following fee structure:
Application fee for grant of licence: ₹2,000
Application fee for grant of certificate of conformity: ₹2,000
Certification fee for grant of licence or renewal of licence: ₹25,000 per year
Certification fee for grant of certificate of conformity: ₹10,000
Fee for review of technical file for grant of licence or certificate of conformity or change in scope of licence: ₹20,000 per technical file
Inspection fees, including surveillance, for any site visit: ₹20,000 per man-day
Sample procurement charges: On actuals
Testing Charges: On actuals
Note 1: All fees must be paid in advance.
Note 2: Manufacturers situated outside India shall bear all expenses, including the cost to the Bureau of the days spent by its certification officer(s) during inspection, audit, or evaluation at the manufacturing facility, testing laboratory, or any other premises (from the time of departure from the place of posting till return thereto) and testing fees as decided by the Bureau.
The BIS aims to complete the license processing within a specified timeframe, typically 60 days from the date of application receipt. For first-time product certification cases, an expedited process ensures license issuance within 90 days. BIS certification consultants can help accelerate this process by ensuring all documentation and requirements are in order
BIS retains the right to conduct surveillance at any time during the license period to verify ongoing compliance with specified requirements. Surveillance ensures that manufacturers continue to meet the standards throughout the duration of their certification, and BIS consultants can help maintain compliance throughout the certification period.
BIS Certification Scheme X offers manufacturers a gateway to enhanced market access, consumer trust, and regulatory compliance. By meticulously following the guidelines, including the fee structure, manufacturers can streamline the certification process, unlock new business opportunities, and position themselves as leaders in their industries. BIS Scheme-X Certification is a program offered by the Bureau of Indian Standards (BIS) to ensure that products comply with specific standards and regulatory requirements established by the Indian government for designated industries and product categories.
Products in regulated categories such as electrical devices, consumer goods, industrial machinery, and others may require BIS Scheme-X Certification if they fall under BIS-mandated standards.
Manufacturers, importers, distributors, retailers, and government entities involved in producing, importing, selling, or regulating products under BIS standards are eligible to apply for Scheme-X Certification.
Key benefits include regulatory compliance, increased market credibility, consumer trust, competitive edge, minimized risk of recalls, international recognition, and smoother export processes.
The validity of BIS Scheme-X Certification typically spans a few years, depending on the product type, applicable standards, and regulatory updates. Renewal is required before the certification expires.
The process involves submitting an application, conducting product testing (if necessary), inspecting the production facility, reviewing required documentation, and finally, receiving the certification. The specific steps vary based on product categories and associated standards.
