This standard outlines the specifications for carbon steel cast billet ingots, billets, blooms, slabs, and semi-rolled steel products intended for re-rolling into low tensile structural steel (ordinary quality). These requirements also extend to billets (including round shapes), blooms, and slabs generated through the continuous casting process.
IS 8910 outlines general requirements for steel supply. The manufacturing process is determined by the manufacturer, with the option for secondary refining if deemed necessary. Steel should be either killed or semi-killed, and its chemical composition must meet specified standards.
The rolled billets, blooms, and slabs, along with the continuously cast billets, blooms, and slabs, should be accurately rolled or cast into the dimensions mutually agreed upon or preferred, as specified in the standard. Cast billet ingots must be provided without harmful defects like segregation, piping, cracks, inclusions, and blow-holes, either through appropriate top and bottom discard and dressing or with suitable surface dressing only, without top and bottom discard, if agreed upon by both the purchaser and the manufacturer.

Unless otherwise agreed upon by both the purchaser and the manufacturer, the ends of cast billet ingots, billets, and blooms (including those produced through continuous casting) should be painted with a suitable color and visibly stamped or painted with the cast number, along with the manufacturer's name or trademark. All production conforming to Indian Standards and covered by the license must display the Standard Mark. Manufacturers are required to acquire a BIS license from the Bureau of Indian Standards to utilize the standard mark (ISI Mark). This license is granted following a comprehensive evaluation of manufacturing infrastructure, production processes, and quality control and testing capabilities during an inspection at the manufacturing premises by the Bureau.
