The Bureau of Indian Standards (BIS) has issued an important amendment to the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021, effective 5 May 2026.
This amendment significantly expands the scope of the BIS Compulsory Registration Scheme (CRS) to cover all Standalone Hard Disk Drives under Indian Standard IS 13252 (Part 1): 2010, rather than just USB Type External Hard Disk Drives.
At Absolute Veritas, we assist manufacturers, importers, and businesses with BIS CRS certification, product testing coordination, documentation review, and compliance management across India.
The Ministry of Electronics and Information Technology (MeitY) originally issued the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021, which made BIS registration mandatory for USB Type External Hard Disk Drives.
Under the original order, only USB-based external HDDs connected through USB interfaces were regulated under the BIS Compulsory Registration Scheme.
With the latest amendment dated 5 May 2026, the government has significantly broadened the scope to include all Standalone Hard Disk Drives. This expansion brings a much larger range of HDD products under mandatory BIS compliance, strengthening safety and quality standards across the entire storage device market in India.
| Expanded Product Scope | The category has been broadened from "USB Type External Hard Disk Drives" to include all "Standalone Hard Disk Drives" under IS 13252 (Part 1): 2010. |
| Existing USB HDDs Continue | USB Type External Hard Disk Drives will continue to be regulated under the existing provisions without any disruption to current compliance frameworks. |
| All Other Standalone HDDs Now Included | Any standalone HDD that does not fall under the USB external category will now require mandatory BIS CRS registration under the amended framework. |
| Applicable Standard: IS 13252 (Part 1): 2010 | Information Technology Equipment — Safety Requirements remains the governing standard for all notified products under this amendment. |
Understanding the timeline is crucial for manufacturers and importers to plan their compliance strategy:
| Milestone | Date |
|---|---|
| Original CRS Order Issued | 2021 |
| Amendment Order Issued | 5 May 2026 |
| Effective Compliance Date for Standalone HDDs | 5 November 2026 |
| S.No. | Product | Category | Applicable Standard |
|---|---|---|---|
| 1 | Standalone Hard Disk Drives (HDDs) | Electronic & IT Goods | IS 13252 (Part 1): 2010 |
