Date 16th January, 2025 Place: New Delhi Dear Reader, Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for Refrigerating Appliances (Freezers) (Quality Control) Amendment Order, 2025. The Ministry of Commerce and Industry has announced the Refrigerating Appliances (Quality Control) Amendment Order, 2025, which will come into effect on the date of its publication in the Official Gazette. This Order mandates that household refrigerating appliances, including refrigerators with or without a low-temperature compartment, must comply with Indian Standard IS 7872: 2018 (Freezers). Additionally, these appliances must bear the Standard Mark issued under a license from the Bureau of Indian Standards (BIS), following Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. The provisions of this Order, however, do not apply to goods or articles intended for export. Moreover, the Order does not affect the import of refrigerating appliance components by a certified manufacturer or a manufacturer applying for certification for goods intended for export. In such instances, the manufacturer must provide a self-declaration on company letterhead, signed by an authorized signatory, to the Central Government. This declaration must include the invoice number and relevant details of the imported consignment, along with an undertaking confirming that the imported components will not be used domestically or sold in the local market. Manufacturers must also keep records of these goods, which are subject to government verification or audit. QCO Order New EXTENSION Order New Furthermore, the Order exempts up to 200 imported units per year, meant for research and development by a certified manufacturer. These items must not be sold commercially and should be disposed of as scrap. The manufacturer is required to maintain a yearly record of these goods and submit it to the Central Government.
