Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Cast Iron Products (Cast Iron Manhole Covers and Frames) (Quality Control) Order, 2023.
The Ministry of Commerce and Industry has introduced the "Cast Iron Products (Quality Control) Order, 2023," a comprehensive quality control regulation aimed at enhancing industry standards. This directive will come into force in 1st September 2024.
It is important to note that this quality control order does not apply to cast iron products manufactured for export purposes. Domestic manufacturers producing cast iron goods exclusively for export are exempt from the requirements of this order.
For micro and small enterprises (MSEs), as defined under the Micro, Small and Medium Enterprises Development Act, 2006, compliance with the prescribed Indian Standard will be required from the date specified in the order. However, an exemption is granted to those enterprises that are registered on the Udyam portal under the Ministry of MSME and meet specific financial thresholds—namely, an investment in plant and machinery not exceeding ₹25 lakh and an annual turnover not exceeding ₹2 crore in the previous financial year, as certified by a Chartered Accountant.
The order also makes provisions for import of cast iron products for research and development (R&D) purposes. Manufacturers are allowed to import up to 200 kilograms per year of such goods exclusively for R&D activities. These imported items must not be sold commercially, must be disposed of as scrap, and must be properly documented. Manufacturers must maintain year-wise records and submit the details to the Central Government on their official letterhead, duly signed by an authorized signatory.
This regulation is part of the government's broader efforts to enhance quality standards in infrastructure and construction materials while also supporting the growth and innovation efforts of small manufacturers.

The Bureau of Indian Standards (BIS) has been appointed as the certifying and enforcing authority for Cast Iron Products under the new quality control directive.
Any breach of this order will result in penalties in accordance with the provisions specified in the Bureau of Indian Standards Act, 2016.
