Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Cast Iron Products (Cast iron/ductile won drainage pipes and pipe fittings for over-ground non-pressure pipeline socket and spigot Series) (Quality Control) Order, 2023.
The Ministry of Commerce and Industry has introduced the Cast Iron Products (Quality Control) Order, 2024, which will come into effect from 1st September 2024. This order mandates that all cast iron products, including ductile iron drainage pipes and pipe fittings used for over-ground non-pressure pipeline socket and spigot series, must comply with the Indian Standard IS 1729:2002. To ensure product quality and safety, these items must also carry the Standard Mark issued by the Bureau of Indian Standards (BIS), under a valid license obtained through Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
Importantly, the order does not apply to domestically manufactured cast iron goods or articles that are intended exclusively for export. This provides relief for exporters, allowing them to operate without the additional requirement of BIS certification for goods that will not enter the Indian market.
The order also outlines specific provisions for micro and small enterprises (MSEs), as defined under the Micro, Small and Medium Enterprises Development Act, 2006. These enterprises are required to comply with the Indian Standard from the date specified in the order. However, MSEs that are registered on the Udyam Portal under the Ministry of MSME and have an investment in plant and machinery not exceeding ₹25 lakh and an annual turnover not exceeding ₹2 crore (as certified by a Chartered Accountant for the previous financial year) are exempt from this order. This exemption aims to support small-scale manufacturers and reduce compliance burdens for very small businesses.
Additionally, the order provides a limited exemption for research and development (R&D). Manufacturers of cast iron products are allowed to import up to 200 kilograms of goods per year specifically for R&D purposes. These goods must not be sold commercially, must be disposed of as scrap, and the manufacturer must maintain year-wise records. This data must be submitted to the Central Government on the company's letterhead, duly signed by an authorized signatory.

The Bureau of Indian Standards (BIS) has been appointed as the certifying and enforcing authority for Cast Iron Products under the new quality control directive.
Any breach of this order will result in penalties in accordance with the provisions specified in the Bureau of Indian Standards Act, 2016.
