Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Cast Iron Products (Grey iron castings) (Quality Control) Order, 2023.
The Ministry of Commerce and Industry has issued the Cast Iron Products (Quality Control) Order, 2024, which will come into effect on 1st September, 2024. This order mandates that all cast iron products must conform to the Indian Standard IS 210:2009 (Grey Iron Castings) and bear the Standard Mark. This mark must be obtained under a license from the Bureau of Indian Standards (BIS), in accordance with Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
The order specifically excludes domestically manufactured goods or articles that are intended for export. These are not required to comply with the provisions outlined in the order.
Enterprises that fall under the categories of micro or small enterprises, as defined in the Micro, Small and Medium Enterprises Development Act, 2006, will be required to comply with the applicable Indian Standards from the date specified in the order.
Furthermore, the order does not apply to goods or articles manufactured domestically by enterprises registered with the Ministry of Micro, Small and Medium Enterprises on the Udyam portal, provided these enterprises have an investment in plant and machinery or equipment not exceeding ₹25 lakh (at original cost) and a turnover not exceeding ₹2 crore in the previous financial year. These figures must be certified by a Chartered Accountant.
In addition, the order exempts the import of up to 200 kilograms of cast iron products per year by manufacturers for research and development purposes. To qualify for this exemption, the imported items must not be sold commercially, must be disposed of as scrap after use, and the manufacturer must maintain year-wise records of such imports. These records must be submitted to the Central Government on the manufacturer’s official letterhead, duly signed by an authorized signatory.

The Bureau of Indian Standards (BIS) has been appointed as the certifying and enforcing authority for Cast Iron Products under the new quality control directive.
Any breach of this order will result in penalties in accordance with the provisions specified in the Bureau of Indian Standards Act, 2016.
