The Ministry of Commerce and Industry has released a draft notification titled “Reinforcement Couplers for Mechanical Splices of Steel Bars in Concrete – Specification (Quality Control) Order, 2025.” This proposed order will come into effect six months after its publication in the E-Gazette.

As part of the public consultation process, stakeholders and industry participants are invited to submit comments or suggestions within 60 days from the date of notification.

Under this draft order, Reinforcement Couplers used for mechanical splicing of steel bars in concrete structures must comply with Indian Standard IS 16172:2023. Additionally, products must bear the Standard Mark issued by the Bureau of Indian Standards (BIS). Certification must be obtained under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

The BIS will act as the certifying and enforcement authority, ensuring compliance with this quality control order across India.
