The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, has issued a detailed policy circular outlining the procedure for the Import Management System (IMS) for restricted IT hardware for the calendar year 2025. This policy is in continuation of the earlier notifications and aims to streamline the import process while ensuring compliance with regulations.
The import of specific IT hardware, such as laptops, tablets, all-in-one personal computers, ultra-small form factor computers, and servers under HSN 8471, has been categorized as "Restricted" through DGFT notifications issued in August and October 2023. The restriction emphasizes regulating imports to promote domestic manufacturing and ensure sustainable economic growth.
In October 2023, Policy Circular No. 06/2023-24 detailed the procedure for obtaining import authorization. This system was extended till December 31, 2024, through Policy Circular No. 07/2024-25, ensuring a smooth transition to the new framework.
Application Process: Importers must apply for Import Authorization through the Import Management System on the DGFT website. The process ensures that only authorized importers can bring restricted IT hardware into India, maintaining a transparent and accountable system.
Application Window: The application portal will remain open from December 13, 2024, to December 15, 2025.
Importers can submit their applications anytime within this period, providing flexibility for businesses to plan their imports effectively.
Validity of Import Authorization: Any authorization issued under IMS for restricted IT hardware will remain valid till December 31, 2025.
This allows businesses to plan and execute their imports throughout the year without additional renewals.
Multiple Applications Allowed: Importers are permitted to submit multiple applications during the calendar year. This ensures that businesses can cater to their evolving import needs without constraints.
Amendments to Authorization: In case of any amendments required during the validity of an authorization, importers can submit requests through the DGFT website. This provision ensures adaptability and minimizes disruptions in the import process.
