The Ministry of Electronics & Information Technology (MeitY) has issued a significant update on the “Essential Requirement(s) for Security of CCTV” in a recent notification dated October 22, 2024. This directive impacts CCTV manufacturers and applicants across India, outlining crucial guidelines, deadlines, and compliance procedures to enhance the security standards of CCTV cameras. Extended Compliance Deadline: As per the gazette notification dated April 9, 2024, MeitY has extended the compliance deadline for meeting the “Essential Requirement(s) for Security of CCTV” to April 9, 2025. This extension offers manufacturers extra time to bring their products up to standard.
Requirements for Existing License Holders:Existing CCTV manufacturers certified under IS 13252 (Part 1): 2010 / IEC 60950-1: 2005 must meet the Essential Requirement (ER) criteria by April 9, 2025. Key steps include:
Online Application: Manufacturers must submit their ER: 01 test report via the designated application module.
Compliance Confirmation: Upon approval, the Bureau of Indian Standards (BIS) will issue a compliance letter for approved models.
Non-Compliance Penalties: After the April 2025 deadline, non-compliant models will be removed from the license scope, and licenses may face cancellation if requirements aren’t met.
Guidelines for New Applicants: New applicants seeking CCTV licenses must provide:
Test Reports: Applications should include test reports for ER: 01 and IS 13252 (Part 1): 2010.
Declaration of Compliance: Until April 9, 2025, applications missing the ER: 01 report will be accepted if the applicant pledges to meet compliance by the deadline.
Post-Deadline Policy: After April 2025, no licenses will be granted without full compliance with the Essential Security Requirements as specified in the Quality Control Order (QCO).
Modifying Existing Licenses: For existing license holders wishing to expand their license scope, MeitY mandates:
Application Inclusions: Test reports for ER: 01 and IS 13252 (Part 1): 2010 are required.
Deadline for Inclusions: Applications submitted without ER: 01 will be accepted until April 9, 2025, as long as there’s a commitment to comply by the deadline.
Post-Deadline Rule: No inclusion requests will be approved after April 9, 2025, unless all Essential Requirements are met.
Packaging Compliance: CCTV models meeting these updated security standards are authorized to display: “This CCTV camera complies with Essential Requirement(s) for Security” on their packaging. This label will reassure consumers of the product’s adherence to the latest security standards.
