OVERVIEW

The Ministry of Commerce & Industry has introduced a Quality Control Order titled the "Hinges (Quality Control) Order, 2024."

This order will take effect from 1st January 2025.

As per this order, hinges must conform to the specified Indian Standard 18297:2023 (Cabinet hinges) and display the Standard Mark, which necessitates a license from the Bureau of Indian Standards under Scheme-1 outlined in Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations for 2018

Importantly, this order excludes goods or articles produced domestically for the purpose of export.

Additionally, the timeline for enforcement varies depending on enterprise classification. For micro-enterprises, as defined in the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), the order will take effect twelve months after publication. For small enterprises, it will apply nine months after publication.

The Bureau oversees the certification and enforcement of hinges. It is crucial to note that non-compliance with this order will result in penalties under the provisions of the Bureau of Indian Standards Act, 2016.

According to the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), micro-enterprises will need to comply with the order twelve months after its publication, while small enterprises will do so nine months after the publication date.
