We have crucial announcement concerning the Indian Standard for the Hinges (Steel back flap hinges) (Quality Control) Order, 2024, impacting all current license holders, new applicants, manufacturers, importers, and product sellers.

OVERVIEW

The Ministry of Commerce & Industry has introduced a Quality Control Order titled the "Hinges (Quality Control) Order, 2024."

This order will take effect from 1st January 2025.

According to this order, hinges must adhere to Indian Standard 3843:1995 (Steel back flap hinges) and prominently display the Standard Mark. This requires obtaining a license from the Bureau of Indian Standards under Scheme-1 as specified in Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Importantly, this order excludes goods or articles produced domestically for the purpose of export.

Additionally, the timeline for enforcement varies depending on enterprise classification. For micro-enterprises, as defined in the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), the order will take effect twelve months after publication. For small enterprises, it will apply nine months after publication.

The Bureau is designated as the certifying and enforcing authority for hinges under this order. Non-compliance with the stipulations outlined in this order may result in penalties according to the provisions of the Bureau of Indian Standards Act, 2016.
