OVERVIEW

The Ministry of Commerce & Industry has introduced a Quality Control Order titled the "Hinges (Quality Control) Order, 2024."

This order will take effect from 1st January 2025.

According to this order, hinges must conform to the specified Indian Standard 453:1993 (Double-acting spring hinges) and display the Standard Mark, which necessitates obtaining a license from the Bureau of Indian Standards under Scheme-1 as per Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations for 2018.

Importantly, this order excludes goods or articles produced domestically for the purpose of export.

Additionally, the timeline for enforcement varies depending on enterprise classification. For micro-enterprises, as defined in the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), the order will take effect twelve months after publication. For small enterprises, it will apply nine months after publication.

The Bureau is responsible for certifying and enforcing hinges under this order. It is important to note that failure to comply with these requirements may result in penalties as per the provisions outlined in the Bureau of Indian Standards Act, 2016.
