Addressing multiple concerns raised by the industry, the Ministry of Steel has released an important clarification on the mandatory compliance rules for input steel used in producing finished steel goods. This update, issued as a follow-up to the Ministry’s order dated 13th June 2025, introduces two major exemptions aimed at reducing the compliance burden on stakeholders.
Relief for Imported Steel Shipped Before 15th July 2025 : Steel consignments with a Bill of Lading dated on or before 15th July 2025 will not be bound by the mandatory input steel compliance requirement. This step ensures that importers who had already dispatched cargo before the regulation was enforced are not adversely impacted.
Special Provision for Integrated Steel Plants (ISPs) : Integrated Steel Plants have also been exempted from the input steel compliance condition, provided they undergo verification of their BIS licences. To claim this exemption, ISPs must:
1. Submit a declaration confirming their ISP status to the Ministry of Steel.
2. Send an email to tech-steel@nic.in with the following details:
.A formal declaration of ISP status.
A list of valid BIS licences.
Supporting documentation.
Any false or misleading declaration will result in suspension from the Steel Import Monitoring System (SIMS). The Ministry has further announced that modifications will be made to the SIMS portal to reflect this exemption.
What It Means for the Industry?These changes are designed to provide operational relief and ensure a smoother transition for businesses across the steel supply chain. Both importers and ISPs are advised to carefully assess their compliance needs and promptly reach out to the Ministry to secure exemptions where applicable.
