The 2025 Amendment Order to the Machinery and Electrical Equipment Safety Regulation has been officially announced by the Ministry of Heavy Industries, with major implications for India's machinery and electrical equipment industry.
Previously, the regulation was to be enforced one year from the 2024 order's publication date.
New Implementation Date
The implementation date for the original 2024 Omnibus Technical Regulation has been officially extended to 1st September 2026.
The amended regulation applies to all machinery and electrical equipment listed in the First Schedule starting 1st September 2026.
Assemblies, sub-assemblies, and components will come under the regulation at a later date, to be separately notified via a Gazette notification by the Central Government.
This amendment is issued under Sections 16, 17, and 25 of the Bureau of Indian Standards (BIS) Act, 2016, and is formulated in consultation with BIS.
For Manufacturers and Importers:
The extended timeline provides a critical opportunity to achieve regulatory compliance. Begin aligning your machinery and electrical products with the BIS safety requirements well ahead of the new deadline.
For Component and Sub-Assembly Suppliers:
Monitor for future Gazette notifications regarding enforcement dates specific to components and assemblies.
This move signals the Government’s intent to balance industry readiness with public and workplace safety by allowing sufficient time for transition and BIS conformity assessment.
Obtaining BIS Scheme X certification is crucial for manufacturers and importers to demonstrate that their products meet mandatory quality and safety standards. Without this certification, products cannot legally carry the BIS Standard Mark or be marketed in India.

The Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024 establishes compulsory safety standards for machinery and electrical equipment in India. Its goal is to bring local practices in line with international safety standards, covering a wide range of products such as pumps, compressors, and electrical machinery.
The Order will come into effect on August 28, 2025, providing manufacturers and importers with one year to comply with the new safety standards.
The Order mandates adherence to safety standards, including IS 16819:2018/ISO 12100:2010, as well as additional Type B and C standards. In case of any inconsistencies, Type C standards will take precedence.
While the specific penalties are not outlined, failure to comply with the Order may prevent manufacturers and importers from selling or importing affected products into India. Compliance with BIS (Bureau of Indian Standards) certification and conformity assessment is necessary, and the absence of certification may lead to serious business disruptions.
Manufacturers should review the relevant standards for their products and obtain the required certifications. It’s also essential to ensure compliance with labeling and safety requirements outlined in the regulations.
