As per recent notification dated 12th March 2025, the Ministry of Electronics and Information Technology (MeitY) has clarified that Analog CCTV Cameras are now exempt from complying with the Essential Requirements (ER) for CCTV security systems.This major update impacts the testing and registration process under the Bureau of Indian Standards (BIS) for Analog CCTV models.
Self-Declaration for Existing Registered Models:
Manufacturers with registered Analog CCTV Camera models must now submit a self-declaration using the “Standard Revision/Amendment/Essential Requirement” module.
This declaration should clearly list all Analog models included under the existing license.
No test reports are required for this declaration.
Deadline: Submit by 9th April 2025.
After this date, only Analog models listed in the declaration (and those complying with ER, if applicable) will remain under the license scope.
Test Reports for New Submissions:
All new test reports submitted under IS 13252 (Part 1): 2010 for CCTV cameras must explicitly specify whether the model is Analog.
This requirement applies to all new test submissions.
Applications for New CCTV Camera Models (Effective 9th April 2025):
From 9th April onwards, all new applications must be submitted separately for different types of CCTV cameras:
For Analog CCTV Cameras, test reports should be submitted solely under IS 13252 (Part 1).
For Non-Analog (IP/Digital) CCTV Cameras, submit test reports as per IS 13252 (Part 1) along with proof of compliance with the Essential Requirements for CCTV security.
Important: Do not combine Analog and Non-Analog CCTV models in a single BIS application or inclusion request.
Manufacturers and license holders must adhere to the revised BIS procedures to ensure continued market access and regulatory compliance for CCTV products in India.
