The Ministry of Communications (DoT) issued a notification on February 25, 2025, regarding the Mandatory Testing and Certification of Telecom Equipment (MTCTE) under the Telecommunications Act, 2023. This update sets forth essential standards and compliance requirements for specified telecom equipment.
Applicability of Standards: Telecom equipment listed in the notification must comply with the Essential Requirements (ER) defined by the Telecommunication Engineering Centre (TEC).
Effective Date:
The new standards take effect from August 24, 2025 (180 days after notification).
After this date, importing, selling, distributing, or using non-certified telecom equipment will be prohibited.
Telecommunication Equipment Covered: Cellular CPEs, Fixed Wireless Phones (Voice & Data), SAN Switches, Security & Network Equipment, Web Application Firewalls, and NGSO Terminals/Gateways.
Compliance Requirement: Devices must meet the latest TEC or NCCS standards and comply with future amendments.
Ensures quality, security, and reliability of telecom products.
Enhances consumer protection and network security.
Supports seamless communication services and trust in telecom devices.
The government will introduce an online certification portal for efficient compliance, allowing:
Easy submission of applications & fee payments
Tracking of compliance status & alerts for non-conformities
Access to certification guidelines
