Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Chain Pulley Block, Ratchet Lever Hoist and Universal Gearless Pulling and Lifting Machine (Quality Control) Order, 2025.
The Ministry of Commerce and Industry has released a draft announcement named the" Chain Pulley Block, Ratchet Lever Hoist and Universal Gearless Pulling and Lifting Machine( Quality Control) Order, 2025." This quality control order( QCO) will take effect from the date of its sanctioned publication in the review of India.
As per the announcement, all Chain Pulley Blocks, Ratchet Lever Hoists, and Universal Gearless Pulling and Lifting Machines must misbehave with the Indian Standard IS 11340: 2020 for Hand Operated Universal Gearless Pulling and Lifting Machines. These products must also bear the Standard Mark issued by the Bureau of Indian norms( BIS) and be certified under Scheme I of Schedule- II of the BIS( Conformity Assessment) Regulations, 2018.
To ease the transition for lower manufacturers, the government has introduced phased compliance timelines. Products manufactured by Micro and Small Enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006( 27 of 2006), must also meet the IS 56041984 norms, but within extended time limits, as outlined below
General Manufacturers 6 months from the date of publication
Small Enterprises: 9 months from the date of publication
Micro Enterprises: 12 months from the date of publicatio
There are specific exemptions under this Quality Control Order. The order will not apply to goods or articles imported by a manufacturer, provided the number does not exceed 100 units per year and the following conditions are met:
Additionally, this order shall not apply to products manufactured exclusively for export, ensuring that export operations remain unaffected.
The Bureau of Indian Standards (BIS) will act as the certifying and enforcing authority responsible for overseeing the implementation and compliance of this order. Any individual or entity that violates the provisions of this Order shall be liable for punishment in accordance with the Bureau of Indian Standards Act, 2016.
The imported items are not sold commercially
The items are disposed of as scrap
The manufacturer maintains and furnishes year-wise records to the concerned authorities when required
