The Ministry of Commerce and Industry has issued a draft notification titled the “Bearings (Quality Control) Order, 2025,” which will come into effect from the date of its publication in the Official Gazette.

According to this Order, all goods or articles categorized as Bearings are required to comply with the specifications outlined in Indian Standard IS 14478:1997 for Plain Bearings - Thick-Walled Bushes, Plain and Flange Type, Full- Round (Without any Joint or Slit). These products are required to bear the Standard Mark issued under a license from the Bureau of Indian Standards (BIS), in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

To facilitate smooth implementation, the government has defined the following compliance timelines based on enterprise size:

• General Manufacturers 12 months from the date of publication

• Small Enterprises: 15 months from the date of publication

• Micro Enterprises: 18 months from the date of publication

The Order outlines several exemptions where compliance is not mandatory. It shall not apply to:

• Bearings manufactured domestically for export purposes only

• Bearings imported as part of finished goods, sub-assemblies, or components

• Bearings imported by manufacturers for producing items intended exclusively for export, provided a self-declaration is submitted to the Central Government on official letterhead, signed by an authorized signatory. This declaration must include the invoice number, import consignment details, and an undertaking that the goods will not be diverted for any other use or sold in the domestic market. The manufacturer is required to maintain accurate and complete records for the purpose of audit or verification.

• A maximum of 200 bearing units per year, imported for research and development by bearing manufacturers. These must not be sold commercially and must be disposed of as scrap, with proper year-wise records maintained and shared with the Central Government upon request.

The Bureau of Indian Standards (BIS) will serve as the certifying and enforcement authority for bearings covered under this Order.

Any individual or business that violates the provisions of this Order will be liable for penalties as defined under the Bureau of Indian Standards Act, 2016.
