Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Bearing Components and Accessories (Quality Control) Order, 2025.
The Ministry of Commerce and Industry has issued a draft notification titled the "Bearing Components and Accessories (Quality Control) Order, 2025." This Order shall take effect from the date it is published in the Official Gazette of India.
As per the Order, all goods or papers distributed as Bearing factors and Accessories must misbehave with the specifications laid out in Indian Standard IS 16605( Part 2) 2018/ ISO 2982- 22013 – Rolling Bearings Accessories – Dimensions for Locknuts and Locking Devices. These particulars must also carry the Standard Mark, issued under a valid license from the Bureau of Indian norms( BIS), in agreement with Scheme I of Schedule- II of the BIS( Conformity Assessment) Regulations, 2018.
To allow adequate time for implementation across various business sizes, the Order provides staggered compliance deadlines:
General Manufacturers 12 months from the date of publication
Small Enterprises: 15 months from the date of publication
Micro Enterprises: 18 months from the date of publication
The Order also outlines specific exemptions, under which compliance is not mandatory. These include:
Goods or articles manufactured domestically exclusively for export
Goods or articles imported as part of finished products, sub-assemblies, or components
Goods imported by manufacturers for use in production of items meant solely for export, provided: A self-declaration is submitted to the Central Government on official letterhead, duly signed by an authorized signatory
The declaration includes the invoice number, import consignment details, and an undertaking that the goods will not be sold in the Indian market
The manufacturer maintains proper records for audit and verification
Additionally, up to 200 units per year of bearing components and accessories may be imported for research and development purposes by manufacturers, with the following conditions:
Such goods must not be sold commercially and may only be disposed of as scrap
Year-wise records must be maintained and submitted to the Central Government upon request
The Bureau of Indian Standards (BIS) will serve as the certifying and enforcement authority for bearings covered under this Order.
Any individual or business that violates the provisions of this Order will be liable for penalties as defined under the Bureau of Indian Standards Act, 2016.
