The Ministry of Commerce and Industry has released a draft announcement named" Writing and Printing Papers, Coated Paper and Board( Quality Control) Order, 2025". This proposed BIS QCO authorizations that all products distributed as Coated Papers and Boards( Art and Chrome) must misbehave with IS 1848 (Part 2):2018 – (Writing and Printing Papers- Specification Part 2 Air Mall/Manifold, Cartridge)

To insure product quality and thickness, all similar goods must carry the BIS Standard Mark, certified under Scheme – I of Schedule – II of the BIS( Conformity Assessment) Regulations, 2018.

• General Manufacturers 6 months from the date of publication

• Small Enterprises: 8 months from the date of publication

• Micro Enterprises: 12 months from the date of publication

Exemptions:

Exports: Products made exclusively for export are exempt.

R&D Use: Manufacturers can import up to 5 tons annually for research and development, provided:

• Items are not sold commercially.

• Used products are scrapped post-use.

• Year-wise import records are maintained and made available upon request.

The Bureau of Indian norms( BIS) will serve as the certifying and administering authority for Writing and Printing Papers, Coated Paper, and Board under this order.

Non-compliance with this BIS QCO will attract penalties under the BIS Act, 2016.
