Withdrawal of BIS Quality Control Order for Acetic Acid, Methanol, and Aniline, 2019 – Official Gazette Update

OVERVIEW

The Central Government, exercising its powers under Section 16 and sub-section (3) of Section 25 of the Bureau of Indian Standards (BIS) Act, 2016, has issued notifications in the public interest, following consultations with the Bureau of Indian Standards.

The withdrawal becomes effective from the date of its publication in the Gazette of India (23 July 2025), thereby annulling the earlier Gazette notifications S.O. 2791(E), S.O. 2792(E), and S.O. 2793(E), issued on 5 August 2019.

Through Gazette Notifications S.O. 3378(E), S.O. 3379(E), and S.O. 3380(E), the Government has officially withdrawn the Quality Control Orders (QCOs) of 2019 for the following chemicals:

Acetic Acid (QCO, 2019) – earlier notified via S.O. 2791(E), dated 5th August 2019.
Methanol (QCO, 2019) – earlier notified via S.O. 2793(E), dated 5th August 2019.
Aniline (QCO, 2019) – earlier notified via S.O. 2792(E), dated 5th August 2019.

The withdrawal of the Acetic Acid (QCO, 2019) – S.O. 2791(E), Methanol (QCO, 2019) – S.O. 2793(E), and Aniline (QCO, 2019) – S.O. 2792(E) through Gazette Notifications S.O. 3378(E), S.O. 3379(E), and S.O. 3380(E) removes the requirement of BIS certification for these chemicals.

This step reduces compliance costs for manufacturers and importers, facilitates smoother trade and supply of key industrial chemicals, and benefits downstream sectors such as pharmaceuticals, textiles, and resins. However, with the rescinding of these orders, quality assurance will now rely on industry practices and alternative standards instead of mandatory BIS controls.
