To enforce these standards, the Bureau of Indian Standards (BIS) has introduced Scheme X Certification, a regulatory mandate under India’s conformity framework for machinery and electrical equipment—including diesel generator systems.
Introduced on 16th March 2022, Scheme X falls under the BIS Conformity Assessment Regulations, 2018. It provides a structured process to evaluate, certify, and regulate machinery for safety, quality, and standard compliance. As per the Omnibus Technical Regulation Order, 2024, issued by the Ministry of Heavy Industries, compliance with Scheme X will be mandatory from 28th August 2025 for diesel generators and their related components—whether manufactured in India or imported.
BIS Scheme X applies to a wide range of equipment related to diesel generator sets, including:
Complete diesel generators
Engines and alternators
Control panels and switchgear
Fuel storage and delivery systems
Cooling and exhaust systems
Subassemblies and spare parts
This comprehensive coverage ensures safety and quality at both the system and component levels.
Operational Safety: Diesel generators operate under high loads, temperatures, and electrical stress. Certification ensures adherence to stringent safety standards to prevent accidents, fires, or equipment failure.
Assured Quality and Efficiency: BIS-certified machines are tested for mechanical durability, energy efficiency, and electrical stability—resulting in reliable performance across diverse environments.
Legal Market Entry: Starting 28th August 2025, only BIS-certified diesel generator sets and their components will be legally permitted for manufacture, sale, or import in India. Businesses failing to comply may face penalties, confiscation of non-certified products, and restrictions on market access.
Enhanced Consumer Confidence: The BIS Standard Mark assures buyers that the product meets Indian regulatory and performance benchmarks—boosting brand credibility and acceptance.
Step 1: Eligibility Check: Identify whether your products (diesel generators or any subcomponents) fall under the mandatory certification category.
Step 2: Documentation Preparation: Compile detailed documents, including:
Product specifications and technical drawings
Factory license and production layout
Quality assurance and process flow
Internal testing protocols
BIS lab test reports (if available)
Step 3: Application Submission: Register and submit the application via the BIS online portal, upload all supporting documents, and pay applicable fees.
Step 4: Product Testing: Submit product samples to BIS-recognized laboratories for rigorous testing in line with applicable Indian Standards (IS).
Step 5: Factory Evaluation: BIS officials conduct an on-site audit to assess production processes, testing setups, safety measures, and quality controls.
Step 6: Certification Grant: Upon passing all evaluations, BIS issues a license to affix the Standard Mark (ISI mark) on certified units.
Step 7: Ongoing Surveillance: BIS conducts periodic audits, re-testing, and certification renewals to maintain long-term compliance and product integrity.
BIS Scheme X Certification is a regulatory cornerstone for improving the quality, safety, and standardization of diesel generators in India. With the 28th August 2025 compliance deadline drawing near, it is imperative for manufacturers, importers, and OEM suppliers to align their products with Indian Standards, upgrade production processes, and begin the certification journey without delay.
