Given their critical functionality and the risks associated with non-compliance, the Bureau of Indian Standards (BIS) has mandated Scheme X Certification to ensure these machines meet defined safety, performance, and quality benchmarks.
Introduced under the BIS Conformity Assessment Regulations, 2018, Scheme X was officially launched on 16th March 2022. This scheme is a dedicated framework for the standardization and regulation of machinery and electrical equipment, including rotary electrical machines. In support of this initiative, the Ministry of Heavy Industries announced the Omnibus Technical Regulation Order, 2024, making certification compulsory by 28th August 2025 for manufacturers and importers alike.
Rotary electrical machines operate using electromagnetic principles and are broadly categorized into:
Electric Generators – Convert mechanical energy into electrical output (e.g., for power stations).
Electric Motors – Transform electrical energy into mechanical motion (e.g., for fans, pumps, conveyors).
Other types include:
Alternators
Turbo-generators
Motor-generator sets
Synchronous and Induction Motors
These machines are widely deployed across:
Power plants
Manufacturing and processing units
Electric vehicles
HVAC systems
Water and sewage utilities
Scheme X Certification covers a comprehensive list of machines and subcomponents, such as:
AC/DC Generators
Synchronous and Induction Motors
Alternators
Motor-generator assemblies
Gear-integrated motor systems
Rotor & stator units
Armatures and field windings
Electrical panels and drive controllers
Both standalone equipment and components—including subassemblies and parts—are included in the certification mandate.
Operational Safety: Prevents overheating, short-circuiting, and mechanical breakdowns that can lead to fires or hazardous failures.
Product Quality & Reliability: Ensures consistent performance and durability, especially in mission-critical or high-load applications.
Legal Authorization: From 28th August 2025, only BIS-certified machines may be legally manufactured, sold, or imported in India.
Improved Market Access: Certification strengthens the product’s credibility and aids in entering new domestic and international markets.
Here’s how manufacturers can secure Scheme X Certification:
Step 1: Application Filing: Submit technical files, machine specifications, and production documentation via the BIS portal.
Step 2: Laboratory Testing: Send sample machines/components to BIS-approved labs for evaluation against relevant Indian Standards (IS).
Step 3: On-Site Inspection: BIS officials visit the manufacturing facility to audit the production line, testing environment, and quality systems.
Step 4: Grant of License: Once compliant, BIS issues a certification license. The manufacturer is permitted to affix the BIS Standard Mark (ISI mark).
Step 5: Post-Certification Surveillance: Regular inspections and audits are conducted to ensure ongoing compliance with certification norms.
To prepare for certification, manufacturers must ensure:
A robust Quality Management System (QMS) is implemented.
Complete traceability of materials, batches, and production records.
Documentation including schematics, BoMs, test results, safety manuals, and calibration logs is maintained.
Foreign manufacturers appoint an Indian Authorized Representative (IAR) to handle BIS communications.
Manufacturers, importers, and OEMs must ensure full compliance with Scheme X before the deadline. Post-deadline:
Uncertified rotary machines will be barred from Indian markets.
Penalties, enforcement actions, and product recalls may be imposed for violations.
The introduction of BIS Scheme X Certification for rotary electrical machines represents a transformative step in raising the bar for safety and quality across India’s industrial ecosystem.
