As India accelerates infrastructure development and industrial modernization, the demand for high-performance, safe, and compliant machinery has never been more critical. Machines used in public works, construction, and various specialized mechanical functions form the foundation of the nation’s engineering and manufacturing ecosystem. To ensure standardized quality, operational safety, and legal conformity, these machines must now comply with the BIS Scheme X Certification, introduced by the Bureau of Indian Standards (BIS).
This article outlines the scope, requirements, and significance of BIS Scheme X Certification for machines used in public works, building activities, and other mechanical appliances that fall under the residual category of Chapter 84 in the Indian Customs Tariff.
Launched on March 16, 2022, BIS Scheme X is a mandatory conformity assessment framework developed under the BIS Conformity Assessment Regulations, 2018. It applies to machinery and electrical equipment across sectors, ensuring:
Compliance with relevant Indian Standards (IS)
Operational and environmental safety
Standardized product quality, whether domestically manufactured or imported
Independent product testing and facility inspections
To enforce uniform machinery safety standards, the Ministry of Heavy Industries issued the Omnibus Technical Regulation (OTR) Order, 2024, making BIS certification obligatory for a wide range of machinery, including:
Construction and public works equipment
Mechanical appliances with unique functions not classified elsewhere in Chapter 84.
Compliance Deadline:
28th August 2025
After this date, any uncertified machinery within this scope will be prohibited from sale, import, or distribution in India.
Public Works & Construction Machinery:
Concrete mixers
Asphalt laying equipment
Road rollers
Tower cranes and hoists
Drilling machines for infrastructure projects
Mechanical Appliances with Specific Functions (NES):
Surface treatment machinery
Ultrasonic welding and cleaning systems
Air separation units
Industrial vibrators
Equipment for metal cleaning or coating
Components & Subassemblies:
Hydraulic units
Gearboxes and motors
Control panels and electrical circuits
Pneumatic systems and safety interlocks
This broad inclusion ensures end-to-end standardization across machinery, whether as a standalone unit or integrated into larger systems.
Worker & Operator Safety: Certified machines are evaluated for safety-critical components and risk mitigation.
Infrastructure Quality: Equipment used in public and industrial projects must operate reliably to meet structural and functional standards.
Market Legitimacy: Certification is legally mandatory, enabling smooth sales, imports, and tender participation.
Consumer Trust: The BIS mark enhances product reputation and credibility among buyers and institutional stakeholders.
Export Readiness: BIS-certified machines are more likely to meet compliance requirements in other regulated markets.
Application Submission: Manufacturers must register on the BIS portal and provide all technical specifications, factory details, and product documentation.
Laboratory Testing: Samples of the machine or its key components are tested at BIS-recognized labs for safety, performance, and durability.
Factory Audit: BIS inspectors assess manufacturing facilities, including quality controls, testing infrastructure, and safety measures.
Grant of License: After successful evaluation, BIS issues a license, authorizing the use of the BIS Standard Mark on compliant products.
Post-Certification Surveillance: Routine inspections and market surveillance ensure sustained adherence to certification norms.
Product specifications and engineering drawings
Internal test reports and quality assurance records
Manufacturing process details and factory license
Manuals for usage, maintenance, and safety
Bill of materials, supplier details, and component specifications
Appoint an Authorized Indian Representative (AIR)
Undergo the same certification process as domestic firms
Ensure BIS labeling before products reach Indian ports or warehouses
Legal Compliance: A prerequisite for selling or importing machines after August 2025
Procurement Advantage: Certified products are prioritized in government and corporate tenders
Export Potential: BIS standards improve acceptance in neighboring and developing markets
Customer Assurance: The BIS mark stands for reliability, safety, and standardized quality.
The BIS Scheme X Certification for machines used in public works, construction, and other specialized mechanical operations is not just a regulatory requirement—it’s a critical step toward industrial safety, operational excellence, and market competitiveness. With the August 2025 deadline nearing, manufacturers should promptly begin the certification process, enhance their quality control systems, and ensure legal entry into the Indian market.
Early compliance with BIS norms will not only prevent regulatory disruptions but also position your business as a trusted provider of high-quality, safety-compliant machinery in both domestic and global markets.
