India’s textile sector, known for its legacy and massive contribution to national GDP and employment, heavily depends on weaving machinery (looms) for high-quality fabric production. To maintain global standards and operational excellence, it's critical that these machines adhere to strict safety and quality benchmarks. In line with this, the Bureau of Indian Standards (BIS) has introduced Scheme X Certification—a regulatory mechanism aimed at unifying safety and performance criteria for industrial machinery across the country.
Scheme X is a conformity evaluation program launched on March 16, 2022, under the BIS Conformity Assessment Regulations, 2018. This certification scheme is designed specifically for machinery and electrical devices, ensuring they align with defined Indian Standards (IS) in terms of quality, safety, and functionality.
The initiative became more stringent with the release of the Omnibus Technical Regulation Order, 2024 by the Ministry of Heavy Industries, mandating that all weaving machine manufacturers—domestic and international—must comply with Scheme X Certification by 28th August 2025. This requirement covers a wide spectrum of weaving machinery and their parts, sub-systems, and auxiliary components.
This certification is applicable to different categories of weaving equipment used in the textile industry, including:
Looms and Weaving Machines: Power looms, air-jet looms, shuttleless looms, water-jet looms, rapier looms, and other modern weaving technologies.
Assemblies and Parts: Control systems, reed mechanisms, heddles, shuttle assemblies, warp beams, and other related subsystems.
Note: Machinery that falls under the Central Motor Vehicles Rules (CMVR), 1989 may not require this certification.
Enhanced Safety: Machines that meet BIS standards are less prone to mechanical failures or safety incidents, protecting workers and assets.
Standardized Quality: Promotes consistent performance and builds trust in product durability and efficiency.
Mandatory Compliance: The certification is legally binding. Failure to comply can result in penalties or being barred from the market.
Improved Market Reach: BIS-marked machines are preferred in both local and global markets, enhancing trade opportunities.
Increased Consumer Confidence: The BIS mark serves as a badge of credibility, safety, and reliability for end-users and buyers.
Submit Application: Manufacturers begin by submitting a detailed application, including specifications and relevant documentation for their looms or components.
Product Evaluation: The machinery is thoroughly tested in BIS-accredited labs to check conformity with the applicable Indian Standards.
On-site Factory Audit: BIS representatives visit the production facility to inspect quality assurance systems, manufacturing processes, and safety controls.
Grant of Certification: After successful evaluation and inspection, the BIS Standard Mark is granted to the manufacturer.
Ongoing Compliance & Renewal: Periodic inspections and audits are carried out to ensure continued compliance, with certifications renewed as per BIS guidelines.
To simplify the often complex certification process, manufacturers can turn to Absolute Veritas, a trusted BIS consultancy. Their team offers end-to-end assistance—including interpreting Indian Standards, preparing documentation, coordinating lab testing, and ensuring full regulatory compliance—making the journey toward certification efficient and hassle-free.
The implementation of BIS Scheme X Certification for weaving machinery is a major step towards modernizing and standardizing India’s textile equipment industry. It reflects the government’s intent to improve workplace safety, production quality, and global competitiveness.
As the August 28, 2025 deadline approaches, it's essential for manufacturers to act quickly and initiate their compliance efforts. Early engagement with the certification process not only ensures regulatory approval but also positions businesses for greater trust, expansion, and sustainability in the market.
