In modern mechanical engineering and industrial production, gears, gearboxes, and other transmission elements play an essential role in driving machinery performance across sectors like automotive, aerospace, energy, and heavy equipment. Given their critical function, the Bureau of Indian Standards (BIS) has made it mandatory for such components to undergo Scheme X Certification—a structured compliance system designed to reinforce safety, precision, and manufacturing consistency.
Introduced on 16th March 2022, Scheme X operates under the framework of the BIS Conformity Assessment Regulations, 2018. It establishes a rigorous framework for certifying machinery and electrical equipment, ensuring compliance with Indian Standards (IS) for safety, reliability, and performance.
To enforce this, the Ministry of Heavy Industries issued the Omnibus Technical Regulation Order, 2024, mandating that both domestic and international manufacturers of specified mechanical components obtain Scheme X Certification by 28th August 2025.
This certification applies to a wide array of gearing and transmission components, including:
Gears and Gearing Systems – Mechanisms that transfer torque and motion between parts.
Toothed Wheels – Interlocking mechanical wheels used for motion transmission.
Chain Sprockets – Tooth-like components designed to drive chains.
Transmission Devices – Including ball and roller screws that convert motion types.
Gearboxes & Speed Reducers – Assemblies that modify torque and rotational speed.
Torque Converters – Fluid coupling systems transferring rotating power between drive units.
The certification also extends to assemblies, subassemblies, and critical internal components of the above.
Operational Safety: Certified components are tested to meet stringent Indian safety norms, significantly lowering the chance of mechanical failure or accidents.
Product Uniformity: Standardized specifications improve quality consistency across manufacturing batches, leading to higher reliability in field operations.
Market Eligibility: Certification is now a legal requirement for selling, importing, or distributing these components in India—ensuring unrestricted access to local and government tenders.
Legal Safeguard: Failure to obtain certification by the enforcement date may lead to regulatory penalties or a ban on selling products in the Indian market.
Here’s how manufacturers can become BIS-compliant:
Step 1: Application Submission: Submit a detailed application including technical drawings, manufacturing procedures, and quality control measures.
Step 2: Product Testing: Samples are tested in BIS-recognized laboratories to assess compliance with relevant Indian Standards.
Step 3: Factory Audit: BIS officials conduct a comprehensive inspection of production sites to validate equipment, personnel, and quality assurance practices.
Step 4: Grant of Certification: If all compliance benchmarks are met, BIS issues the certification along with the right to affix the BIS Standard Mark (ISI mark).
Step 5: Post-Certification Surveillance: Periodic reviews, re-testing, and audits ensure ongoing adherence to standards, with certifications subject to renewal.
28th August 2025 is the official cutoff. After this date, non-certified products under this category will be prohibited from being sold, manufactured, or imported in India.
