We have crucial announcement concerning the Indian Standard for the Polyethylene Material for Moulding and Extrusion (Quality Control) Order, 2023, impacting all current license holders, new applicants, manufacturers, importers, and product sellers.
The amendment named "Polyethylene Material for Moulding and Extrusion (Quality Control) Amendment Order, 2024" will take effect upon its publication in the Official Gazette.
The initial Polyethylene Material for Moulding and Extrusion (Quality Control) Order of 2022 concerns Polyethylene Materials used in moulding and extrusion, including Low Density Polyethylene (LDPE), Linear Low-Density Polyethylene (LLDPE), and High Density Polyethylene (HDPE), with the exception of items designated for export.
In addition to current regulations, a new provision introduces exemptions under the amendment. Specifically, certain classes of polyethylene materials for moulding and extrusion are excluded from the Order. These classes include:
Low Density Polyethylene Extrusion (LDPE) Coating;
Low Density Polyethylene (LDPE) Film Grades (Blown/Cast) or Pharma;
Linear Low Density Polyethylene (LLDPE) Butene Grades;
Linear Low Density Polyethylene (LLDPE) Hexene/Octene Grades;
Metallocene Polyethylene Grades;
Base Resins for Power Cable, Jacketing, and other applications;
Compounds for Cable Jacketing/Sheathing, Polyethylene-80, Polyethylene-100 (Black and Pigmented), and Reinforcement Fillers.
For all remaining polyethylene materials covered by the order, compliance with Indian Standard IS 7328:2020 and displaying the Standard Mark under a license from the Bureau of Indian Standards is obligatory.
The Bureau of Indian Standards remains the certifying and regulatory authority for these materials. This amendment clarifies and specifies exemptions within the regulatory framework, enhancing clarity.
The Department of Chemicals and Petrochemicals has issued a notification concerning the Polyethylene Material for Moulding and Extrusion (Quality Control) Amendment Order, 2023. This amendment will come into force on January 5, 2024, upon its publication in the Official Gazette.

Implementation Dates: Effective from eighteen months from the date of publication of this notification.
Moreover, for micro-enterprises and small enterprises under the Micro, Small, and Medium Enterprises Development Act, 2006, it becomes effective in twelve months and nine months from the publication date, respectively.
