Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Asbestos or Fibre Cement based Products (Asbestos - Cement Pipes and Fittings for Sewerage and Drainage) (Quality Control) Order, 2023.

OVERVIEW

The Ministry of Commerce and Industry has recently released a Quality Control Order concerning products manufactured from Asbestos or Fibre Cement-based materials.

It will be effective six months after the publication date in the Official Gazette.

This order requires that these products must conform to Indian Standard 6908:1991, specifically addressing Asbestos-Cement Pipes and Fittings for Sewerage and Drainage.

To demonstrate adherence, these products must display the Standard Mark issued under a license from the Bureau of Indian Standards, as specified in Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

However, it is important to highlight some exceptions in this order. Specifically, this order does not cover domestically manufactured goods or articles intended for export.

However, small enterprises, defined under clause (m) of section 2 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), will not be required to comply with this order until nine months after its publication date.

Similarly, micro enterprises, defined in clause (h) of section 2 of the same Act, are exempt from this order until twelve months after its publication date.

The Bureau of Indian Standards will oversee the certification and enforcement of these standards for the specified goods and articles detailed in the accompanying table.

Non-compliance with this Order will result in penalties imposed on individuals or entities violating its provisions, in accordance with the Bureau of Indian Standards Act, 2016.
