Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Gypsum-based Building Materials (Gypsum Plaster Boards Glass Fibre Reinforced Gypsum Panels) (Quality Control) Order, 2024.

OVERVIEW

The Ministry of Commerce and Industry has issued the Gypsum-based Building Materials (Quality Control) Order, 2024, set to be effective six months after its publication in the Official Gazette.

Gypsum-based building materials must adhere to Indian Standards 17400:2021 (Gypsum Plaster Boards Glass Fibre Reinforced Gypsum Panels) and display the Standard Mark obtained through a license from the Bureau of Indian Standards under Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

However, this directive excludes domestically manufactured goods or articles intended for export.

Additionally, small enterprises, defined in clause (m) of section 2 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), are exempt from this directive until nine months after the date of publication. Micro enterprises, defined in clause (h) of section 2 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), are exempt until twelve months after the date of publication.

The Bureau of Indian Standards will act as the certifying and regulatory authority for Gypsum-based building materials.

Violation of this order will lead to penalties as per the provisions of the Bureau of Indian Standards Act, 2016.
