Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Asbestos or Fibre Cement based Products (Asbestos Cement Pressure Pipes and Joints) (Quality Control) Order, 2023.

OVERVIEW

The Ministry of Commerce and Industry has recently issued a Quality Control Order concerning goods and articles manufactured from Asbestos or Fibre Cement-based Products.

It will be effective six months after this notification is published in the Official Gazette.

This order requires that these products must comply with Indian Standard 1592:2003, particularly concerning Asbestos Cement Pressure Pipes and Joints.

To demonstrate conformity, these products must display the Standard Mark issued under a license from the Bureau of Indian Standards, as specified in Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

However, it is important to note some exceptions in this order. Specifically, this order does not cover domestically manufactured goods or articles intended for export.

However, small enterprises, as defined under clause (m) of section 2 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), will be exempt from this order until nine months after its publication date.

Similarly, micro enterprises, defined in clause (h) of section 2 of the same Act, are exempt from this order until twelve months after its publication date.

The Bureau of Indian Standards will oversee the certification and enforcement of these standards for the specified goods and articles detailed in the accompanying table.

Non-compliance with this Order will result in penalties imposed on individuals or entities violating its provisions, in accordance with the Bureau of Indian Standards Act, 2016.
