Dear Reader,
We have crucial announcement concerning the Indian Standard for Drums and Tins (Drums, Large Open Top) (Quality Control) Order, 2023, impacting all current license holders, new applicants, manufacturers, importers, and product sellers.
The Ministry of Commerce and Industry has recently introduced a Quality Control Order titled the "Drums and Tins (Quality Control) Order, 2023."
This directive will come into force six months after its publication in the Official Gazette.
This mandate requires all drums and tins to comply with the relevant Indian Standard 13997:2014 (Drums, Large Open Top) and display the Standard Mark. This mark is obtained through a license from the Bureau of Indian Standards under Scheme-1 as specified in Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
However, there are certain exceptions to this order:
This directive excludes goods or articles produced domestically for export from its scope of application.
This regulation does not extend to goods or articles containing materials in powder, semi-solid, or liquid form upon importation into India.
Moreover, varying compliance deadlines are established based on the size of the enterprise.
For micro-enterprises, as defined in clauses (h) and (m) of Section 2 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), this directive will take effect twelve months after its publication.
For small enterprises, as defined in clauses (h) and (m) of Section 2 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), this directive will be effective nine months after its publication.
The Bureau of Indian Standards is assigned the role of the certifying and enforcing authority to ensure adherence to this directive.
Any individual or entity found to be in contravention of this order will face penalties in accordance with the provisions of the Bureau of Indian Standards Act, 2016.

Implementation Dates: Taking effect six months following its official notification.
A period of twelve months is allocated for micro-enterprises, as outlined in Section 2 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006).
A duration of nine months is allotted for small enterprises, as defined within the same Act.
