The Ministry of Commerce and Industry has introduced the Flashlight (Quality Control) Order, 2025, which will take effect from July 21, 2025. From this date, all flashlights must conform to Indian Standard 2083:2024 and carry the Standard Mark, obtained through a license from the Bureau of Indian Standards (BIS) under Scheme-1 of Schedule II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Micro and small enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006 (No. 27 of 2006), will also be required to comply with these standards from the specified date.

This order, however, does not apply to:

• Flashlights manufactured domestically for export.

• Up to 50 units of flashlights imported annually by manufacturers for research and development purposes, provided these units are not sold commercially and are disposed of as scrap. Manufacturers must maintain an annual record of these imports and present it to the Central Government upon request.
