Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Bicycles- Retro Reflective Devices (Retro-reflective Devices) (Quality Control) Amendment Order, 2024.
The Ministry of Commerce and Industry has announced the Bicycles - Retro Reflective Devices (Quality Control) Amendment Order, 2024. This order will take effect upon its publication in the Official Gazette and specifically targets Retro Reflective Devices, excluding goods meant for export.
All Retro Reflective Devices must adhere to Indian Standard IS/ISO 6742-2:2015 (Cycles - Lighting and Retro-Reflective Devices - Part 2: Retro-Reflective Devices). They are required to display the Standard Mark under a license from the Bureau, in accordance with Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Exemptions from this order include:
Goods imported by manufacturers for the purpose of producing bicycles for export. Manufacturers must submit a self-declaration on official letterhead, signed by an authorized signatory. This declaration should include the invoice number, relevant import details, and a commitment that these goods will not be used or sold in the domestic market. Manufacturers are also required to maintain records of these imported goods for verification or audits by government authorities.
Up to 200 imported goods or articles annually intended for research and development by bicycle or bicycle reflector manufacturers. These items must not be sold commercially and should be disposed of as scrap. Manufacturers must maintain year-wise records of these imported items and provide this information upon request from government authorities.
The Bureau will serve as the certifying and enforcing authority for Retro Reflective Devices.
Individuals or entities that violate the provisions of this Order may incur penalties under the Bureau of Indian Standards Act, 2016 (11 of 2016).
