The Ministry of Commerce and Industry has released the draft "Stainless Steel Pipes and Tubes (Quality Control) Order, 2025," set to take effect on August 1, 2025.

The latest directive mandates that all Stainless Steel Seamless Pipes and Tubes for General Service must adhere to Indian Standard IS 17875: 2022. These products must carry the Standard Mark, granted under a valid license from the Bureau of Indian Standards (BIS), in accordance with Scheme-1 of Schedule-II of the BIS Conformity Assessment Regulations, 2018.

Exemptions & Special Provisions

Exports: This regulation does not apply to stainless steel seamless pipes and tubes manufactured domestically for export.

Research & Development: Manufacturers may import up to 500 kg annually for R&D purposes. However, these goods cannot be sold commercially and must be disposed of as scrap. A year-wise record of such imports must be maintained and submitted to the Central Government.

Pre-Existing Stock: Stainless steel seamless pipes and tubes manufactured or imported before the order’s effective date, provided they are certified by BIS or pending certification, may be sold, displayed, or offered for sale for up to six months from the order's implementation date. Manufacturers must submit a declaration to BIS regarding this stock.
