Key update regarding the Indian Standard applicable to current license holders, new applicants, manufacturers, importers, and product sellers for the Leather and other Materials (Shoes for Services and for General Purpose - Specification Part 2 Shoes for General Purpose) (Quality Control) Order, 2024.

OVERVIEW

The Ministry of Commerce and Industry has released the "Footwear made from Leather and other Materials (Quality Control) Order, 2024," scheduled to take effect from August 1, 2024.

According to this directive, footwear categorized as Shoes for Services and for General Purpose must comply with Indian Standard IS 17043 (Part-2): 2024, which covers the specifications for Shoes for General Purpose. These products are required to display the Standard Mark after obtaining a license from the Bureau of Indian Standards (BIS) under Scheme-I as outlined in Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

However, this regulation excludes products intended for export or those manufactured by micro and small enterprises as defined in the Micro, Small and Medium Enterprises Development Act, 2006.

Small Enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006, are required to comply starting from December 1, 2024, while Micro Enterprises, as defined under the same act, must comply from March 1, 2025.

Furthermore, manufacturers certified by the BIS or those who have applied for certification before the implementation of this order can declare and sell their existing stock of footwear products without the BIS Mark until June 30, 2025.

The Bureau of Indian Standards has been appointed as the certifying and enforcing body for Shoes intended for Services and General Purpose.
